Receive a matching grant of up to $2,500* to create curb appeal with your neighbors. Invest DSM will match 50% of the costs toward exterior improvements on your home.
What Is the Block Challenge Grant?
The Block Challenge Grant Program is the easiest way to receive funding for exterior home improvements in Des Moines. Join up with a group of neighbors within visible distance of one another's front doors. Invest DSM will match 50% of the costs (up to $2,500 per homeowner*) towards eligible exterior improvements.
Repair exterior issues on your home, replace windows or gutters, get a fresh paint job, or add the landscaping features you've always wanted. It's easy to participate and get approved, and reimbursement is simple and fast.
Program Details
- No income or credit requirements to qualify.
- Covers external maintenance or improvements.
- Receive a matching grant, dollar-for-dollar, to cover up to half of what you spent.
- Apply as a group of neighbors with properties in sight of one another.
- Each participant chooses their own project.
- The larger the group of neighbors, the larger the maximum grant amount.
- The match amount will be reimbursed to each property owner once the project is completed.

How to Apply
Connect With Your Neighbors
- • Check your eligibility
- • Review the program guidelines and design and construction standards
- • Recruit neighbors to join your team
- • Select a team captain
Meet With Invest DSM
- • Contact Invest DSM to let them know you'll be applying
- • Schedule a virtual or in-person meeting
- • Meet with your team at least twice before applying
Submit Your Application
- • Submit your team application form
- • Include individual scope of work forms for each team member
- • Attach "before" photos for each project
- • Receive approval from Invest DSM before starting work
Complete Your Project
- • Purchase materials
- • Complete your project
- • Submit receipts, invoices, and final photos
- • Receive your reimbursement check within six weeks
Check Your Property's Eligibility
To be eligible for the Block Challenge Grant program, you must meet the following requirements:
Live in a Special Investment District
Enter your street address on the Invest DSM map. If your property falls within a colored block — or on either side of a boundary street — it qualifies.
Own or Occupy the Property
You must own or occupy the property. See exceptions in the Program Guidelines.
Current on Property Taxes
You must be current on your property taxes to qualify for the program.
Group of 5+ Neighbors
Join a group of five or more neighbors whose homes are within sight of one another from their front doors.
Street-Visible Improvement
Plan at least one improvement to your home that can be seen from the street.
Pre-Approval Required
Submit an application and receive approval from Invest DSM before you begin any work.
*Residents of Columbus Park, Oak Park, and Union Park Special Investment Districts may apply as an individual or team of three or more.
